General Character Stats
General character stats refers to what the character alone can do without any powers or buffs, so this means your characters raw ability to break someones nose, sprint, pick pocket and things of that nature without using a handicap(power)
Each stat can have a max of 9 points. 1-2 is below average. 3-4 is average. 5-6 is above average. 7-8 is seriously good. 9 is incredible.
Physical- 15 points to distribute

Strength: Your physical might. Brawn, power, whatever you want to call it, you got it
(Example: Picking up a heavy object)
Agility: Speedy, nimble, anything involving dexterity and pace falls under here
(Example: Backflipping over an object while running)
Toughness: Your endurance and stamina. How many hits you can take, how long you can fight without getting out of breath, and how much your body can handle
(Example: taking a steel chair to the face)
(Example: Tossing an object at your opponent without slowing down)
Force: Your brute ability. Smashing things, powering through other attacks, or generally putting your strength to use.
(Example: being able to break a chair)
Stealth: Your ability to be sneaky and quiet. Hiding, picking locks, or just doing something your opponent doesn't notice
(Example: hiding somewhere without being noticed or stealing a wallet without anyone seeing.)

In the case of a tie: Stealth Tie compares Agility scores. Force tie compares Strength+Toughness scores. Skill compares Str. or Agility, user's preference.
