General Rules: general rules will be static mentions about how things work(at least for what's not already in the stand template explanation and forum rules) for stands that you will probably want to know, as more questions pop up the bigger this thread will get!
submitting your stand: When you submit your stand you will be the only one that is able to actually SEE your stands app, this contributes to a system where no one knows what your stand is until you actually reveal it, so you don't need to wait for it to be moved to the approved section it will be approved when it says that it is approved!
Developing your stand: Q: We don't have to start out having all of their stand powers in knowledge and unlocked and stuff right? Like what's indicated in the developmental potential category, A being novice stand with unknown realms of development, and D being it's been fully explored and evolved and developed.
A: Not at all, if you are wanting to later add to your stand's ability (such as sub stands of if you are stuck on what you want your ability to be and want it to be a punching ghost until you figure it out at a later time or want your character to actually progressively learn to use their ability or even if you are like Echoes where you have different ACTS that is perfectly fine!

Q: How does my character get a stand besides being born with it? can they be struck by the stone arrow?
A: While you cannot gain a stand by arrow in your background "ancient artifacts" can give you a stand! in the sites lore similar to a theme in the canon, a meteor that struck the earth is the true origin to stands, as such there was an "area" that emitted the energy that gave mortals stands in conclusion your family/character/etc. could be in possession of some item made from the same carbon that was struck by the meteor such as a vase, a poneglyph etc. thank you!
Q: What if said ancient artifact was fashioned into an arrow? A: This is fine, the major difference is that simply coming into contact with the ancient artifact (in this case, an arrow) will grant you the power(your stand) rather than needing to be pierced by it.
